Should I Wait for Express Entry?

One question that I am receiving quite frequently these days is:

“Should I wait until 2015 when Express Entry opens or should I submit my application under this year’s Federal Skilled Worker Program?”

The answer: If you are qualified to apply under the 2014 Federal Skilled Worker Program, you should apply now rather than waiting for the 2015 Express Entry program.

Why:

  1. The 2014 FSWP Intake does not require a job offer if you satisfy the 67 points criteria and have at least one year of full-time work experience in one of the 50 listed occupations.
  2. Express Entry will be a two-stage process which will require you to obtain an “Invitation to Apply” from Citizenship and Immigration Canada before you are eligible to apply for Permanent Residence

What I Know So Far:

Citizenship and Immigration Canada has not yet released full and detailed information about how exactly Express Entry will work, but we do know this much:

A. Candidates will first apply online to enter the general “pool” of candidates. An individual will have a profile created online that will be accessible to eligible Canadian employers as well as CIC.
B. Canadian employers who have successfully secured a positive Labour Market Impact Assessment can select candidates from the online pool and issue them an “Invitation to Apply.”
C. Citizenship and Immigration Canada will also issue “Invitation to Apply”s to those who are in particular demand in Canada. Who will be selected will change frequently based on Canada’s immediate labour needs.
D. Once an “Invitation to Apply” has been issued, successful candidates will have 60 days to make an application for Permanent Residence to CIC.

Conclusion:

We are dealing with the largest change in Economic immigration to Canada in the past 10 years. We are combining all major economic programs: FSWP, FSTP and CEC to make the Express Entry Program. How it will be implemented is anyone’s guess right now, but I suspect that the birthing process will be painful for many.

Therefore, it is my belief and professional view that if you are eligible to apply for Permanent Residence to Canada now through the 2014 FSWP, you should do so with a sense of immediacy.
